The Flower Festival Bundles are simple bundles that each contain Biscuits and an Incense for one of the featured Pokemon in the Flower Festival event. The small bundle contains Chikorita Incense, the medium has Eevee Incense (and a Leaf Stone so you can get Leafeon), and the large has Comfey Incense.
Since these bundles have Vol. 1 in their names, we can expect these bundles to make a return next year, along with the Flower Festival event.
How to Get the Flower Festival Bundles in Pokemon Sleep

The Flower Festival Bundles will be available at the General Store on April 22, 2023 at 6 AM UTC, and they will remain there until April 30, 2024 at 3:59 AM UTC.
Get the Bundles from the General Store
All Flower Festival Bundles can be found in the General Store. To get here, tap on Shops from the main screen where Snorlax sleeps, then tap on General Store. The bundles should be right at the top.
You must purchase these bundles from the General Store in order to get them. They are not considered gifts and cannot be found in the Gift Box.

Available Alongside the Flower Festival Event
The Flower Festival Bundles are meant to pair with the Flower Festival event that is being held from April 22 to 29. The event celebrates Grass and Fairy-type Pokemon such as Chikorita, Leafeon, and Comfey that are represented through the bundle Incenses.

Large for Comfey Incense and Great Biscuits
If you really want to purchase a bundle for this event, it might be best to get the Flower Festival Bundle Vol.1 L. It contains Comfey Incense, which allows you to easily encounter the brand new Pokemon in the game, Comfey!
The price is also justified by the inclusion of 10 Great Biscuits. These can usually be purchased at the General Store at 600 Diamonds for 3 Great Biscuits. Adding in the other items included in the bundle, the price of Flower Festival Bundle L seems worth it.
The other bundles don't really offer anything particularly noteworthy. Chikorita Incense is easily available as weekly mission rewards on Greengrass Isle and Lapis Lakeside. Eevee is also easily encountered in all research areas, and the Leaf Stone is best purchased using Sleep Points.
